Abstract:
In the Reliability Order in RD13-3, the Commission approves Reliability Standard EOP-004-2. The standard improves the procedures related to disturbance/event reporting. Many entities will have to revise their practices for reporting disturbances but should see a burden decrease after year 1. Other entities are new to the reporting requirement.

Short Statement:
The change in burden is due to the Commission approving the revised EOP-004 Reliability Standard. The standard drafting team developed EOP-004-2, Event Reporting, as a means of combining the requirements of EOP-004-1 and CIP-001 into a single reporting standard. To comply with the standard, newly applicable entities will have to develop an operating plan. The entities that had to comply with similar requirements prior to the changes discussed here should see a burden reduction starting in year 2 due to a more streamlined reporting form.
