Abstract:
On May 29th OSHA published a final rule that broaden the exemption for digger derricks in the Construction Crane and Derricks. In conjunction with requesting OMB for an extension for the currently approved collection of information requirements contained in the Cranes and Derricks standard, this ICR is also being revised to include the expanded digger-derrick exemption.

Short Statement:
The requested program change reduction in hours and costs results from the May 29th Final rule that broaden the exemption for digger derricks in the Construction Crane and Derricks standard. The Final Economic Analysis estimated that, as a result of the scope change, the cranes and derricks standard would cover 25,500 fewer digger-derrick operators. Therefore, OSHA decreased the number of cranes, crane operators, and jobs in this ICR to reflect the reductions that occurred as a result of the scope-change rulemaking.
