Abstract:
The proposed Equal Pay Report would be a critical tool for eradicating gender and race-based compensation discrimination by Federal contractors. OFCCP would use the summary information collection by the proposed Equal Pay Report to establish objective industry standards for employee compensation, and to prioritize contractors and subcontractors for compliance evaluations. The proposed Equal Pay Report would require covered contractors and subcontractors to provide summary data on the compensation, total work hours, and number of employees by sex, race, ethnicity, and specified job categories. The Equal Pay Report was proposed by OFCCP in a Notice of Proposed Rulemaking published on August 8, 2014 (79 FR 46562).

This would be a new information collection and is associated with OFCCP's notice of proposed rulemaking (NPRM) published on August 8, 2014. OFCCP published the NPRM in response to President Obama's Presidential Memorandum - Advancing Pay Equity through Compensation Data Collection. The Memorandum directed the Department of Labor to propose a rule that would require Federal contractors and subcontractors to submit summary compensation data paid to employees.
