Abstract:
The information is used by locomotive engineers and train crews to verify that the terminal air brake test has been performed in a satisfactory manner. FRA is proposing to amend existing regulations to include additional securement requirements for unattended equipment, primarily for trains transporting poisonous by inhalation hazardous materials or large volumes of Division 2.1 (flammable gases), Class 3 (flammable or combustible liquids, including crude oil and ethanol), and Class 1.1 or 1.2 (explosives) hazardous materials. For these trains, FRA also is proposing additional communication requirements relating to job briefings and securement verification. Finally, FRA is proposing to require all locomotives left unattended outside of a yard to be equipped with an operative exterior locking mechanism. Attendance on trains would be required on equipment not capable of being secured in accordance with the proposed and existing requirements.

The burden for this collection of information has increased by a total of 146,824 hours from the last approved submission. The increase is due to both adjustments and program changes, which are detailed in the tables provided in the answer to question 15 of the attached Supporting Justifictiaon (pp. 103-107). Adjustments detailed in the table decreased the number of burden hours by 49,986 hours, and increased the number of responses by 47,284. Program changes detailed in the table increased the number of burden hours by 196,810 hours, and increased the number of responses by 23,430,684. The current inventory shows a burden total of 991,451 hours, while the present submission exhibits a burden total of 1,138,275 hours. Hence, there is a total burden increase of 146,824 hours for this information collection request. The cost to respondents has increased by $52,181.90. The change in cost is due to a program change and adjusted estimates. Specifically, the program change relates to the proposed rule's requirement under ยง 232.105(h) that locomotives left unattended outside a yard be equipped with an operative exterior locking mechanism. This increased the cost to respondents by an estimated $50,000. Adjusted estimates increased the cost to respondents by $2,181.90 (from the previous $8,348 to $10,529.90; relating to the cost of tags/stickers).
