Abstract:
National Marine Sanctuary regulations list specific activities that are prohibited in the sanctuaries. These otherwise prohibited activities are permissible if a permit is issued by the Office of National Marine Sanctuaries (ONMS). Persons desiring permits must submit applications, and persons obtaining permits must submit reports on the activity conducted under the permit. The upcoming geographic expansion of two national marine sanctuaries in California, per RIN 0648-BD18, precipitated the need for a revision. The information is needed by the ONMS to protect and manage the sanctuaries.

Program Change: The expansion of CBNMS and GFNMS would result in 13 new general permits, one permit amendment, and one special use permit annually, as well as one one-time certification. The overall burden estimate has been increased to 1,787 from 1,704 hours, based on changes in the current trends in the number and types of permits issued as determined by recurring program audits. The overall annual number of permits, certifications and registrations issued by the program has increased from 634 permits in 2011 to an estimated 650 in 2014, with a total of 1,521 responses. Adjustment: For Voluntary Registrations, the response time was rounded up from 15 minutes to 1 hour, so the burden would be counted in ROCIS. This did not change responses or costs.
