Short Statement:
The number of total responses is estimated to increase from 45,388 to 110,004. This net increase is due primarily to the estimated increase in the number of respondents (from 3,100 to 3,634). To a much lesser extent, the increase reflects a more accurate accounting of the responses that will be required of all applicants and the accounting of certain forms associated with RES/EEI guaranteed loans that had not been previously charged against the rulemaking. The total hours to respond are estimated to increase from 176,633 hours to 378,558 hours. The primary reasons for this increase are: (1) the increase in the estimated number of respondents for grants mainly, (2) increase in program funding, and (3) a more accurate accounting of the number of hours for application narrative and technical reports on RES/EEI projects and for the scope of work on feasibility study.
