Terms of Clearance:
This clearance is based on the expectation that the survey instrument will be revised to maintain relevance with emerging tobacco use behaviors control policies. Developmental testing of new survey content and incremental improvements to existing wording on the approved instrument (including dropping/adding of a small proportion of the questions), in a manner such that the overall content remains consistent with topics already covered, may be done through non-substantive changes. Other types of changes may require revisions. In addition, over the next three years, CDC will conduct a peer review of the statistical design to determine whether any aspects need to be refreshed. Before OMB extends approval of the NYTS past 2018, CDC must brief OMB on how they have responded to that peer review.

Abstract:
CDC plans to conduct the National Tobacco Youth Survey (NYTS) in 2015, 2016, and 2017. The NTYS is a nationally representative, school-based survey of students in grades 6-12. The NYTS collects information about tobacco use, knowledge and attitudes, media and advertising, access to tobacco products and enforcement of restrictions on access, school curriculum, environmental tobacco smoke exposure, and cessation.

Short Statement:
There is a net reduction in the total estimated burden hours due to an expected overall reduction in the number of respondents for 2015-2017, when compared to the previous OMB approval period 2012-2014. Specifically, the NYTS sample is typically smaller in odd-numbered years, which is when CDC administers the national Youth Risk Behavior Survey (YRBS, OMB No. 0920-0493, exp. 9/30/2015). Furthermore, the NYTS sampling design has been modified to reduce oversampling and the negative precision impact, i.e., the associated variance-inflating effects due to unequal weighting. With the lower design effects due to unequal weighting in the revised design, we expect to attain the same effective sample sizes with smaller total sample sizes.
