Abstract:
There is a program change/increase in the total annual responses from 20,200 to 20,832. The +632 increase in responses, as show in the chart above, is due to: (1) the report of accurate numbers of respondents in this renewal, (2) the combining of two other information collections into this collection; and (3) APHIS inadvertently overlooked burden in the past which has now been accounted for in this collection regarding the following: Contingency Plans, approved by APHIS; Written Request for Facility Approval – and Recertification; Facilities Must Provide APHIS Updated Maps Identifying Places Where Horticultural or Other Crops are Grown; and Decertification of Pest-Free Areas – and Reinstatement. There is a program change/decrease in the annual burden hours from 8,646 to 7,660. The -986 decrease in burden hours, as shown in the chart above, is due to the extremely high burden estimate of respondents reported in the last renewal, which has now been properly adjusted. There is a decrease in respondents from 600 to 278. As stated above, this is due to APHIS' miscalculation in accounting for the same number of respondents several times in the calculation of respondents in 2012. All burden figures are now correct and accurate in this renewal package.

With this renewal submission, the Agency is merging the burden from 0579-0198 and 0579-0281 into this collection package. Also, when reviewing the collection for renewal, the Agency discovered it had omitted accounting for burden in the previous submission, yet had been collecting this information in violation. These actions resulted in a program change increase as shown below. Responses Burden Hours Merging of – 0596-0198 – 4,200 3,096 Merging of – 0596-0281 – 225 6 Subtotal: 4,425 3,102 Violations: Contingency Plans – 10 40 Updated Map – 10 5 Recordkeeping 10 10 Subtotal: 30 55 Total program increase: 4,455 3,157 A group of respondents was counted several times inflating the true number of respondents in the last submission. This error is corrected in this submission with a decrease from 600 to 178 respondents. This renewal also has an adjustment decrease of -3,823 responses and -4,143 burden hours. The decreases are a result of a more accurate account of, and fluctuation in, the responses per respondent since the last submission. With the combined increase in program change and decrease in adjustments, there is an overall increase of 632 responses and a decrease of -986 burden hours.
