Terms of Clearance:
EPA is to be commended for the clear and transparent tables provided in the supporting statement. However, as terms of clearance, EPA is required to (1) provide more detail on public comments its receives on the FR notice and how it has addressed them, (2) provide more detail on how respondents are informed of their information submission responsibilities; (3) add language on the guides and other resources available to respondents for providing the information; and (3) explain that the burden associated with reviewing those guides is part of a separate collection.

Abstract:
The Disinfectants/Disinfection Byproducts, Chemical and Radionuclides Rules ICR examines public water systems’ and primacy agencies’ burden and costs for recordkeeping and reporting requirements in support of the chemical drinking water regulations. These recordkeeping and reporting requirements are mandatory for compliance with the Code of Federal Regulations (CFR) at 40 CFR parts 141 and 142. The following chemical regulations are included: the Stage 1 Disinfectants and Disinfection Byproducts Rule (Stage 1 DBPR), the Stage 2 Disinfectants and Disinfection Byproducts Rule (Stage 2 DBPR), the Chemical Phase Rules (Phases II/IIB/V), the Radionuclides Rule, the Disinfectant Residual Monitoring and Associated Activities under the Surface Water Treatment Rule (SWTR), the Arsenic Rule and the Lead and Copper Rule (LCR). Future chemical-related rulemakings will be added to this consolidated ICR after the regulations are promulgated and the initial, rule-specific, ICRs are due to expire.

There is a decrease of 428,639 hours in the total estimated respondent burden compared with the ICR currently approved by OMB. This decrease is a result of updating relevant baseline information for each rule with the most current and accurate information available and updating burden to incorporate the results of consultation with stakeholders. Estimated violation and other associated rates have also been updated to reflect current information on rule compliance.
