Abstract:
Fishing vessels permitted to participate in Federally permitted fisheries in the Northeast Region are required to submit logbooks containing catch and effort information about their fishing trips. Participants in the tilefish and open access herring fisheries are also required to make reports on the catch through an Interactive Voice Response (IVR) system. In addition, vessels fishing under the Exempted Fishing Permit (EFP) or Mid-Atlantic Research Set-Aside (RSA) programs are required to submit research catch information through the IVR system.

Short Statement:
Aggregated Fishing Vessel Trip Reports (NOAA Form 88-30) respondents for purposes of clarity. The removal of the requirement for vessels to submit Did Not Fish (DNF) reports necessitated a change to the way reporting burden is calculated. The respondent numbers are now based upon a rolling three year average of actual reports submitted whereas the previous method was based upon the number of permits issued. The revised approach provides for a much more accurate assessment of the reporting burden. Logbooks: Elimination of DNF reporting resulted in the following: • Total number of annual responses reduced by 42,472 (35,822 fewer than stated in change request). • Total public burden hours reduced by 3,525 (916 more removed than stated in change request). Total adjustments to responses: Net increase of 32,037 (includes correction re elimination of DNF reporting) Total adjustments to hours: Net decrease of 940 (includes correction re elimination of DNF reporting) Total adjustments to recordkeeping/reporting costs: Increase of $21,167, mainly due to postage increases.
