Short Statement: The change in burden is due to the following factors: the net effect of adding, removing, and revising questions and an increase in the number of respondents due to growth in the power industry (such as a large number of new solar and wind power plants). Also, there is a new requirement for 25 plants in Puerto Rico to begin filing Form EIA-860 and Form EIA-923.
