Short Statement: There is an adjustment increase in the respondent labor hours due to a change in assumption. In this ICR, we assume all existing sources will take some time each year to re-familiarize themselves with the regulatory requirements. In addition, there is a decrease in cost and number of responses due to a reduction in the estimated number of sources subject to the regulation. The previous ICR estimated that five new sources per year will be constructed such that they will become subject to the regulation. In consultation with OAQPS for the renewal of this ICR, we believe there will not be any net growth over the next three years. As such, no sources will incur burden associated with initial notifications and performance testing. This results in a decrease in capital cost and number of responses.
