Terms of Clearance:
USCG shall include instructions with its instrument. For each re-submission of this collection, USCG shall continue to explain why an expiration date does meet its prosecutorial needs. Per the previous terms of clearance, the USCG examined its options for an e-ORB and determined that this is not consistent with the MARPOL treaty. The CG included SS language details why a hard copy ORB is required. That SS language is in Appendix A.

The Act to Prevent Pollution from Ships (APPS) and the International Convention for Prevention of Pollution from Ships, 1973, as modified by the 1978 Protocol relating thereto (MARPOL 73/78), requires that information about oil cargo or fuel operations be entered into an Oil Record Book.
