Abstract:
BSEE uses the information to analyze and evaluate the data collection to ensure that planned well-completion operations will protect personnel and natural resources. BSEE uses the analysis and evaluation results to approve, disapprove, or require modification to the proposed well-completion operations. Respondents are Outer Continental Shelf Federal and oil and gas or sulphur lessees and operators.

Short Statement:
The current OMB inventory for this collection is 40,183 burden hours. In this submission, we are requesting a total of 14,890 burden hours. This represents a decrease of 25,293 hours. The adjustment decrease is due to re-estimating the average number of annual responses and the amount of time required to respond based on industry outreach (decreased by -447 burden hours). The decrease in program change is due to Application for Permit to Drill (APDs (1014-0025) – decreased by -6,649 burden hours) and Application for Permit to Modify (APMs (1014-0026) – decreased by -529 burden hours) have been separated out of the subparts and are now their own collections since the last renewal; as well as the publication of the final blowout preventer regulations which moved many of the requirements of Subpart E into the new Subpart G regulations, Well Operations and Equipment (decreased by -17,668 burden hours). NOTE: Due to restructuring items listed in ROCIS and system limitations, we are not able to show the “Change Due to Adjustment in Agency Estimate” decrease of -447 only; as well as show an additional decrease of 4,812 hours that should be listed under “Program Change Due to Agency Discretion.”
