Abstract:
Housing agencies enter into a Contract of Participation with each eligible family that opts to participate in the program; consult with local officials to develop an Action Plan; and report annually to HUD on implementation of the FSS program. PHAs may apply for funding to pay the salary (including fringe benefits) of FSS program coordinators.

Short Statement:
The Department is seeking to establish a collection that encompasses data from public housing agencies that administer the HUD’s FSS program, and its participants. Additionally, changes were made to the content of form HUD-52651, and consequently, the burden hours were increased from 1 hour to 1.5 hours per response. The form HUD 52651 (Part IV) now includes a section for salary comparability information, and provides an example (page 8); there are no additional changes to the form. In FY2014, FSS funding for PH FSS and HCV FSS programs were combined. There is no longer a need for two separate NOFAs, thereby reducing the number of applicants and grantees (from 1,000 to 800), which also reduced the number of responses for HUD 2880s, 2991s and Annual Reports.
