This ICR is approved for 4 months only. NHTSA will need to go through the full 60-day and 30-day public comment periods for further renewals of this collection. Specifically, NHTSA needs to seek comment on the frequency, content, mode, and method of recall/defects notifications from manufacturers to consumers. This ICR did not account for the additional monthly notification burden and changes to the content required under recent NHTSA orders. The collection of the additional information and frequency beyond this ICR is a violation of the PRA. For the next renewal, NHTSA needs to account for the full burden associated with recall notifications and content changes. Public notice and comment is important to avoid adverse unintended consequences where consumers might ignore new potentially more dangerous recalls. Consumers could get "notification fatigue" if they get bombarded with letters every month. They could ignore all notices, including new ones. NHTSA should seek and consider all public feedback, and develop a plan for efficient remedies for recalls.

Abstract:
This collection covers the information collection requirements found in various sections in the Motor Vehicle Safety Act of 1966 (Act), 49 U.S.C. 30101, et seq., that require manufacturers to notify NHTSA of safety defects and noncompliances with Federal Motor Vehicle Safety Standards (FMVSS) in motor vehicles and equipment, as well as the provision of information relating to the ensuing owner and dealer notifications and free remedy campaigns that follow those notifications. Other collection requirements include submission of certain information related to tire recalls and the proper disposal of tires, and the reporting of sales and leases of defective or noncomplaint tires.

Short Statement:
Adjustments to the estimates detailed in Items 13 and 14 are due to one-time costs that were incurred in previous years. In the previous renewal of this information collection, we estimated that both vehicle manufacturers and NHTSA would incur one-time costs associated with launching the Online Manufacturers Recall Portal as well as NHTSA’s VIN Look-up system. Those one-time costs have been removed from this collection. Also, an increase in the number of safety recalls, and volume of products in those recalls, has increased the estimates for certain recalls-related burdens. We previously estimated that NHTSA administers an average of 680 recalls each year. However, NTHSA now administers an average of 854 recalls each year using updated figures from 2013, 2014, and 2015. These increases are detailed in our burden estimates found in Items 12 and 13.
