This clearance is based on the continued expectation that the survey instrument will be revised to maintain relevance with emerging tobacco use behaviors control policies. Developmental testing of new survey content and incremental improvements to existing wording on the approved instrument (including dropping/adding of a small proportion of the questions), in a manner such that the overall content remains consistent with topics already covered, may be approved through non-substantive change requests. Other types of changes may require revisions and formal OMB review/approval. Based on the recommendations of the NYTS External Peer Review panel report, CDC will work toward implementing changes in the areas where the Agency has determined that changes are feasible (see attachment for Peer Review report). Before OMB extends approval past 2021, CDC must brief OMB on how they have finalized implementation of the recommended changes. In addition, in response to the most recent public comments suggesting more updated question options for cigars and e-cigarettes, CDC will evaluate the suggestions for incorporation prior to the next expected NYTS revision request in 2019.
