Abstract:
This is to request approval from the Office of Management and Budget (OMB) for a three-year renewal with adjustments for the information collection titled, "Flammable Cryogenic Liquids", OMB Control No. 2137-0542, which is currently due to expire on May 31, 2018. This information collection is mandatory for cargo tank carriers transporting flammable cryogenic liquids. This reporting and recordkeeping requirements is required each time a carrier transports a cargo tank carrying flammable cryogenic liquids. The carrier must create a written record indicating details such as the one-way travel time, the pressure of the tank at discharge, ambient (outside) temperature, and indications of valve pressures during loading and unloading operations. This report is provided to subsequent drivers to ensure that they are aware of the cargo tank integrity from previous trips. These reports ensure that the integrity of the cargo tank is maintained and appropriate actions are taken by a driver in the event of an accident or incident, excessive pressure, or delayed transport. Furthermore, they ensure that a driver can determine that the cargo tank was loaded within its proper limits and that the cargo tank or its insulation has not been compromised. Historically, PHMSA grouped the burden into a single information collection. Upon review, PHMSA has revised the burden from a single information collection to two information collections. The adjustment increases the number of respondents and responses, but does not alter the total burden hours because there was no change in requirements.

The change is due to PHMSA’s reevaluation of a single information collection, and its separation into multiple information collections. There is no change in burden hours (except for one hour due to rounding) because no new program activities have been revised in this burden. However, there is a change in the number of responses. During review of this burden, PHMSA noted it has historically consolidated of all reporting and recordkeeping requirements into one information collection. As demonstrated throughout this justification, there are 2 different reporting and recordkeeping requirements, which PHMSA is now identifying.
