Abstract:
This is a request for approval of a three-year extension for the information collection under OMB No. 2137-0572. The information collected is mandatory for those persons manufacturing and testing performance-oriented packaging. This information collection includes both reporting and recordkeeping requirements, which must be completed following manufacture of a new package and provided to a representative of the DOT, upon request. Hazmat shippers, enforcement inspectors, and carriers use this information to ensure that the packaging is meeting the requirements of the regulations and to ensure that it has passed all appropriate tests. Performance-oriented packaging are packages (i.e. boxes, drums, jerricans, etc.) that are designed and tested to appropriate standards. When used correctly in transportation, they should ensure that the hazardous materials will be transported in a safe manner. Following manufacture of each packaging type, a test report and closure instructions must be created, signifying that the packaging type met the appropriate standards and detailing requirements for a shipper to replicate the method in which the package was tested. Historically, PHMSA lumped the burden into a single information collection; in this extension request, PHMSA has separated one information collection into five different information collections. Because of this adjustment, there is a change in the number of respondents and responses. There is no change in the total burden hours, however, because there were no regulatory changes to this burden.

There is no change to the number of burden hours for this information collection. However, during PHMSA’s review of the burden, it was noted that historically the information collections were grouped into a single collection. Following this review, PHMSA has adjusted this burden to five different information collections. Because of this adjustment, there has been a change to the number of respondents and responses. There is no change in the number of burden hours because there was no change in the requirements for non-bulk packaging test reports and recordkeeping requirements.
