Abstract:
This is to request the Office of Management and Budget’s (OMB) renewed three-year extension for the information collection “Response Plans for Shipments of Oil,” OMB Control No. 2137-0591, which is currently due to expire on May 31, 2018. This information collection is a mandatory reporting requirement. A basic response plan is required when a carrier transports 3,500 gallons or more of liquid petroleum oil in a package and a comprehensive written response plan is required when a carrier transports liquid petroleum or non-petroleum oil in a quantity greater than 1,000 barrels (42,000 gallons). When a carrier becomes subject, they will need to create an initial plan, with more minor annual updates, if the carrier continues to transport oil in a quantity that subjects them to this information collection. The response plans identify a manner of response if discharge of the oil occurs, the maximum potential discharge for each package, who will respond if a discharge occurs, and who will contact the appropriate authorities. This information is only required to be maintained by the carrier, and implemented by the carrier and any emergency response personnel in the event of a discharge. There are no changes to the total number of burden hours or responses for the renewal of this OMB Control Number. However, there is a change in that PHMSA had previously mistakenly accounted for salary cost as cost burden. There are no out of pocket expenses associated with these information collections and PHMSA is adjusting as such.

There is no change in hourly burden or the number of responses associated with this request for renewal of this OMB control number. PHMSA notes it has historically consolidated of all reporting requirements into one information collection. As demonstrated throughout this justification, there are two different reporting requirements, which PHMSA is now identifying. In addition, PHMSA had previously mistakenly accounted for salary cost as cost burden. There are no out of pocket expenses associated with these information collections and PHMSA is revising as such.
