Terms of Clearance:
Because the Census Bureau is still conducting cognitive testing on the new robotics questions and does not yet have findings and recommendations from the cognitive testing, OMB does not yet approve those new robotics questions for use. Based on the findings and recommendations from the cognitive testing, the Census Bureau will submit to OMB through a non-substantive change request their final proposed new robotics questions for use, and OMB will then reconsider approval of those questions for use. The Census Bureau will submit final questionnaires and forms to OMB through a non-substantive change request to this package prior to the use of those questionnaires and forms.

The Annual Capital Expenditures Survey (ACES) is the sole source of detailed comprehensive statistics on actual business spending for non-farm, non-governmental companies, organizations, and associations operating in the United States. Government agencies use the data to improve economic indicators, evaluate productivity and industrial capacity measures, and analyze economic performance.

Short Statement:
The burden decrease is due to not collecting detailed capital expenditures by type of structure and type of equipment during this information collection request. The next time the detailed capital expenditures will be collected will be for the year 2022. The collection of capital expenditures for robotic equipment beginning with the 2018 survey will result in a slight increase in burden hours compared to the previous years in which the detailed data was not collected.
