Abstract:
The subject information collection is used to determine the amount of, and eligibility for, high-cost universal service support received by incumbent and competitive eligible telecommunications carriers (ETCs). The Commission is proposing to update certain rules, requirements and reporting obligations. The Commission is also proposing to add a requirement for rate-of-return ETCs to identify their cost consultants and cost consulting firm, or other third party, if any, used to prepare cost studies, or other calculations used to calculate high-cost support for their submission. This collection is also being submitted to seek approval of certain changes to Form 481 and its instructions.

Short Statement:
The Commission is reporting program changes to this information collection as a result of one new requirement associated with the 2018 Rate-of-Return Order. The new requirement adds minimal burdens to this information collection; however, several requirements have also been moved from this collection pursuant to the last revision. The estimated total number of respondents, total annual responses and annual burden hours have therefore been reduced under this OMB control number. The total number of respondents remains the same at 1,877; the total annual responses decreased from 14,335 to 11,977 (-2,358); and the total annual burden hours decreased from 63,486 to 51,080 (-12,406).
