Abstract:
The "Hazardous Waste Electronic Manifest Establishment Act" was signed into law by the President on October 5, 2012, which established the authority to collect fees, as well as the development of an electronic submission system. This ICR covers EPA's Resource Conservation and Recovery Act (RCRA) regulatory standards and procedures that will govern the initiation, signing, transmittal and retention of hazardous waste manifests using electronic documents and systems. Use of the electronic system is optional, so the ICR also covers the paper-based process.

The decrease results primarily from EPAs updates to the annual number of paper and electronic manifests offered into transportation. In preparing ICR 801.23, EPA ascertained data on the actual number of manifests as compiled by the e-Manifest system. In addition, there was a decrease in O&M costs from the currently approved ICR. This decrease results primarily from EPAs adjustment to the user fees paid by destination facilities.
