Abstract:
BOEM uses the information to confirm that applicants can pay for cleanup and damages from oil-spill discharge of more than 1,000 barrels; to determine if the risk of a lesser amount of an oil-spill discharge would warrant a showing of financial responsibility; to establish eligibility of applicants for a Certification of Oil Spill Financial Responsibility; and as a reference source for claims associated with oil pollution from designated offshore facilities. Respondents are holders of leases, permits, and rights of use and easement in the OCS and in state coastal waters who will appoint designated applicants.

The current annual burden hours for this collection are 22,132 hours. BOEM proposes to increase the annual burden hours to 22,133 hours to account for a requirement under 30 CFR § 553.62 not previously counted. 30 CFR § 553.62 requires the designated applicant to notify their guarantors and responsible parties within 15 calendars days of received a claim for removal costs and damages. BOEM plans to add 1 annual burden hour under 30 CFR § 553.62 to account for the burden. This burden was not previously accounted for, because it was thought to be a U.S. Coast Guard requirement. After reviewing the U.S. Coast Guard’s collections of information and regulations, the requirement of notifying guarantors and responsible parties was not found in their regulations.
