Upon resubmission, the program must use the standard 18 question Supporting Statement format. The agency is required to consult with up to 9 outside entities per 1320.8(d)(1), which can aid the the agency in estimating the burden and number of respondents. In addition, the program must reevaluate the estimation methodology used for calculating the number of respondents and costs prior to the next renewal Upon renewal, the agency needs to consider all associated burden in the burden calculation, such as training burden. In addition, the agency should provide ranges to account for the universe of respondents and associated burdens.

Abstract:
The information collection request addresses the information requirements the U.S. Environmental Protection Agency's (EPA) worker protection standards for Hazardous waste operations and emergency response under section 126(f) of the Superfund Amendments and Re-authorization Act of 1986 (SARA). SARA 126(a) requires the Secretary of Labor to promulgate health and safety standards pursuant to section 6 of the Occupational Safety and Health Act of 1970 (OSH Act), for employees engaged in hazardous waste operations and emergency response. Section 126(f) of SARA requires EPA to promulgate standards identical to those promulgated by OSHA pursuant to SARA 126(a), to protect State and local employees in States without delegated programs. The EPA regulation, which references the OSHA standard 29 CFR 1910.120, is codified at 40 CFR 311(54FR26654, June 23, 1989.)
