Abstract:
This collection is revised due to an associated rule that modifies the medical and beneficiary transfer provisions of the Individual Fishing Quota (IFQ) Program for fixed-gear Pacific halibut and sablefish fisheries off Alaska [RIN 0648-BJ07]. The IFQ Program allocates annual total catch limits for the halibut and sablefish fisheries among individual fishermen and Gulf of Alaska non-profit organizations holding quota share (QS). This action is intended to simplify administration of the medical and beneficiary provisions while promoting the long-standing objective of maintaining an owner-operated fishery. The rule broadens the range of providers who may attest to a medical condition, increases the use of medical transfers to any 3 of 7 calendar years for any medical condition, defines "immediate family member" using a current definition that covers a range of relationships, and adds estate representative to who may receive IFQ held by a decedent. These revisions will benefit respondents and NMFS by providing clear standards, reducing potential inconsistencies with definitions used for other state or Federal programs, and reducing administrative costs and burdens that may be required when applying existing regulatory provisions.
