Abstract:
This ICR addendum addresses the paperwork requirements in a final rule (RIN 2070-AK33) that would amend the information collection activities of the Chemical Data Reporting (CDR) program (40 CFR Part 711). Under TSCA section 8(a) (15 U.S.C. 2607), the EPA is authorized to collect certain information on chemical substances manufactured (including imported) or processed in the United States. In addition, under TSCA section 8(b), the Agency is required to compile and keep current, via periodic inquiry, the Inventory of Chemical Substances in Commerce (TSCA Inventory). The TSCA Inventory is a listing of chemical substances manufactured, imported, and processed for commercial purposes in the United States. The CDR data collection provides chemical manufacture, processing, and use information that helps EPA identify what chemicals the public may be exposed to as consumers or in commercial and industrial settings. The data also help EPA assess routes of potential exposure to those chemicals.

Short Statement:
EPA estimates that reporters will experience a net increase in reporting burden due to the final rule. Annual reporting burden is increased by 26,469 hours per year. EPA first accounts for burden reduction associated with the change in number of sites and chemical reports due to the byproduct exemptions. The unit burdens associated with new reporting activities under CDR Revisions are then applied to the final rule counts of sites and chemical reports.
