Abstract:
This mandatory information collection covers the collection of information from Gas pipeline operators for Incidents and Annual reports. 49 CFR § 191.15 requires each operator of an underground natural gas storage facility to submit DOT Form PHMSA F7100.2 as soon as practicable but not more than 30 days after detection of an incident. 49 CFR § 191.17 requires each operator of an underground natural gas storage facility to submit an annual report on DOT PHMSA Form 7100.4-1 by March 15, for the preceding calendar year. The first submission will be due March 15, 2018 for the 2017 calendar year. PHMSA is revising this information collection in conjunction with the Pipeline Safety: NPRM. Based on the provisions in this proposed rule, PHMSA plans to eliminate the Mechanical Fitting Failure report form under OMB Control Number 2137-0522 and have operators submit the annual total of mechanical joint failures on the Gas Distribution Annual Report under OMB Control Number 2137-0629. PHMSA estimates that it currently receives, on average, 8,300 Mechanical Fitting Failure Reports each year with each operator spending, on average, 1 hour to complete each report. By eliminating this report, PHMSA plans to reduce the burden for this information collection by 8,300 responses and 8, 300 burden hours.
