Abstract:
The standard requires employers to monitor employee exposure to beryllium and beryllium compounds, to establish and implement a written control plan, to conduct medical surveillance, to provide personal protective equipment, to train workers about the hazards faced working in and around beryllium, and to establish and maintain accurate records of worker exposure to beryllium and beryllium compounds. These records are used by employers, workers, physicians, and the Government to ensure that workers are not harmed by exposure to beryllium.

Short Statement:
This is a revision to the existing collection of information. The agency is revising the currently approved Beryllium Information Collection for the general industry sector to 82,822 burden hours. This revision removes the collection of social security numbers from the recordkeeping requirements of the standard. Therefore, the agency is requesting an adjustment decrease in the burden hours of 27,376, from 194,261 hours to 166,885 hours. When the burden hours are annualized the burden hours are 108,091. This decrease in burden is due to an increase in the number of establishments that are in compliance which decreases the number of establishments that are in non-compliance and a decrease in time for familiarization. OSHA has determined that employers are more familiarized with this standard since this rule only clarified the agency’s intentions for the standard. The capital cost estimate is $44,205,890, after annualized over three years the cost is $27,516,414. The agency estimates that the total capital cost to the employer for analyzing the samples taken for exposure monitoring, medical examinations, and fit-testing materials are $44,205,890, a reduction of $1,952,376. The total burden hours and cost estimates include all three industries: general industry, maritime, and construction.
