Abstract:
This action seeks to revise the currently approved collection to require the use of electronic logbooks in Hawaii pelagic longline fisheries and on Class C and D vessels in the American Samoa pelagic longline fishery. This revision does not apply to any of the other Pacific Island Logbook Family of Forms. Fishermen in Federally-managed fisheries in the western Pacific are required to provide certain information about their fishing activities. These data are needed to determine the condition of stocks and whether the current management measures are having the intended effects, to evaluate the benefits and cost of changes in management measures, to forecast catch limits, and to monitor and respond to accidental takes of endangered and threatened species, including seabirds, marine mammals, sea turtles, and elasmobranchs.

Burden hours decreases due to the implementation of electronic logbook submission, which is less cumbersome than paper logbooks. The miscellaneous costs were entered into ROCIS incorrectly ($13,055 vs $1,355). Combined with updated mailing and copying costs, there is a decrease in costs of $11,387.
