Abstract:
The Federal Energy Regulatory Commission (Commission or FERC) requests that the Office of Management and Budget (OMB) review and approve the information collection requirements in FERC-516, Electric Rate Schedules and Tariff Filings, for a three-year period. FERC-516 is an existing Commission information collection. Prior to this request for renewal, FERC-516 was routinely renewed through rulemakings in accordance with the Federal Power Act (FPA). FERC-516 now includes 17 information collection activities that are authorized by section 205(c) of the FPA, which requires that every public utility have all its jurisdictional rates and tariffs on file with the Commission, and make them available for public inspection, within such time and in such form as the Commission may designate.

Short Statement:
The changes due to adjustment in agency estimates include: (1) In response to comments from OMB, we have revised several burdens that previously were approved as numbers with decimals. Instead, we are using whole numbers for all burden estimates. (2) We have replaced a previously approved activity that was applicable to both RTOs and ISOs for Electric Rates Schedules and Tariff Filings, RM17-8. We have determined that it is more accurate to separate the activity that applies to non-RTO/ISO respondents from the activity that applies to RTO/ISO respondents. In addition, the ongoing activity is an example of activities for which some of the burden estimates were listed with numerous decimal places in the previously approved version of FERC-516. (3) We have replaced activities, each of which previously combined in one activity both the Year One and ongoing required filings. In this request, we are removing these combined activities because the previously existing transmission organizations have completed the Year One Filings, and the combined estimates are no longer accurate. We are replacing each combined activity with a “Year One Filing” activity and an “Ongoing” activity. (4) In addition to the separation of combined first-year and ongoing filing requirements, all three of the first-year filings in RM19-5 are added to this information collection, so that we can account for them as Year One Filings. (A fourth first-year filing was proposed but was not adopted in the final rule in RM19-5.)
