The purpose of this collection is to ensure APHIS restricts the interstate move of regulated articles from quarantine areas to control the artificial spread of citrus canker and citrus greening and its vector, ACP, to noninfested areas of the United States, thus meeting the requirements of this information collection request.

Short Statement:
This request for renewal includes the merger of 0579-0317. This renewal is for 10,361,832 estimated responses and 366,719 estimated burden hours, reflecting an increase of 10,345,928 estimated responses and an increase of 364,698 hours of estimated burden from the previous request. This renewal increases estimated respondents from 639 to 1,395. The changes are due as a result of the merger between two separate information collections resulting in an increase in the number of hours being reported. There is an increase in the number of responses from four states to a total of six states currently as not all states contained each pest/disease. The number of states should be expected to differ between renewals as new pest detections in a state will require that businesses be placed under compliance agreements if they are within a quarantine zone and wish to move their citrus nursery stock or regulated articles interstate. The number of compliance agreements, federal certificates, and limited permits will also vary as they are dependent on the number of businesses still in citrus production and the harvest of citrus which can fluctuate seasonally and annually per crop (i.e., oranges, grapefruit, etc.). In addition, it is believed that the information that was collected previously was not accurately determined. The adjustments and discretionary changes to the Agency estimates have been broken down below. Specific adjustments to Agency estimates include: •Appeal of Cancellation of Certificates, Permits, and Compliance Agreements Activity with an increase of 1 estimated response and an increase of 1 estimated burden hours as a result of merging two activities from 0579-0317 into one activity. •Emergency Action Notification with an increase of 1 response and zero increase in burden hours. Specific discretionary program changes include: •Compliance Agreement (PPQ Form 519) Activity, added 820 responses and 2,071 burden hours, resulting in an increase of .75 hours per response. •Federal Certificate (PPQ Form 540) Activity, added 9,167,743 responses and 302,015 burden hours, resulting in a decrease of .17 hours per response. •Labeling Requirements Activity, added 1,133,710 responses and 37,657 burden hours, resulting in an increase of .03 hours per response. •Limited Permit (PPQ Form 530) Activity added 43,673 responses and 22,773 burden hours, resulting in an increase of .30 hours per response. The previous activity “Tag Must be Attached to Consignee’s Copy of Accompanying Waybill” has been rolled up into this activity. •Recordkeeping Activity added 820 responses and 219 burden hours, resulting in an increase of .15 hours per response. •Tag Must Be Attached to Consignee’s Copy of Accompanying Waybill Activity, has a decrease of 420 responses and 3 burden hours due to the activity being performed with the activity Limited Permit above. •72-hour Notification of Inspection Activity is no longer being performed and the activity was removed, resulting in a decrease of 420 responses and 35 burden hours. The following activities have been renamed in this renewal request.
