Terms of Clearance:
Approval is provided for these changes to the 2023 YTS consistent with CDC’s agreement to conduct parallel cognitive testing of the sexual orientation, neighborhood, and discrimination questions on the full range of ages covered in this survey (e.g., down to age nine) using a geographically diverse group of children. The YTS should consult with the National Center for Health Statistics on parallel testing methods. In the future, before proposed new questions are submitted to OMB for review, the YTS program will conduct robust cognitive testing on a large enough group of individuals to reflect the spectrum of likely respondents, with the goal that the CDC, the State sponsors, and the public understand how the respondents interpreted the question and response options.

Abstract:
Request OMB approval within this Change Request to field the revised NYTS questionnaire content for 2023 in accordance with the current OMB terms of clearance. The NYTS employs a stratified, three-stage cluster sample design to produce a nationally representative sample of U.S. middle and high school students. There are no requested changes to the sampling plan or recruitment methodology. The NYTS will continue to be administered as an electronic survey. In the most recently completed administration of the NYTS (2021), after exclusion of outliers, the average survey completion time was approximately 22 minutes. However, students will continue to be allotted up to one class period (approximately 45 minutes) to complete the survey. Thus, no changes to the estimated burden per response or the total estimated burden hours are requested.
