Abstract:
This information is needed to minimize the number and impact of pollution discharges and accidents occurring during transfer of oil or hazardous materials. This information will also be used to evaluate proposed alternatives and requests for exemptions. Respondents are owners and operators of facilities and vessels. The statutory authority is 33 U.S. Code 1321.
