Terms of Clearance:
OIRA approves this emergency request for a period of six months contingent on USCIS publishing a Federal Register notice seeking public comment on the collection within 90 days of approval. In addition, the following terms of clearance applies: USCIS will be collecting data on the efficacy of collecting "sex" and "social security numbers" from US-based supporters with respect to improving screening and vetting and preventing human trafficking of a vulnerable population. This information will be shared with OIRA concurrent with USCIS seeking normal PRA approval at the close of the 6 month emergency, and will be used to evaluate the success of both the Venezuela parole process at large, and the continued use of the data elements "sex" and "SSN" to combat human trafficking, specifically. Future renewals will require evidence to support the need to collect both data elements, and insufficient support may result in OIRA disapproving or limiting the approval timeframe for the collection. OIRA further notes that any additional changes to the collection - including expanding eligibility - will need to be processed under normal clearance procedures at 5 CFR 1320.10.

Abstract:
The U.S. Department of Homeland Security (DHS) and consular officers of the Department of State (DOS) use Form I-134 to determine whether, at the time of the beneficiary’s application, petition, or request for certain immigration benefits, that beneficiary has sufficient financial support to pay for expenses for the duration of their temporary stay in the United States. Additionally, biographic information about the beneficiary provided on the Form I-134 will be used for biographic security screening and advance travel authorization by U.S. Customs and Border Protection (CBP). Prior to the transmission of this biographic information to CBP for this purpose, the beneficiary will be requested to confirm electronically the accuracy of the biographic information provided on their behalf by the Form I-134 respondent/supporter.
Emergency Justfication:
The changes to the online Form I-134 are essential to effectively support CBP in their efforts to adjudicate parole requests submitted by beneficiaries of the U4U process and other noncitizens and their immediate family members from countries designated by the Secretary of DHS who are eligible to be considered for parole under certain special processes. USCIS cannot reasonably comply with the normal clearance procedures as it would delay the agency’s ability to provide immediate support to CBP in the emerging and urgent humanitarian crisis. USCIS seeks emergency processing of the Form I-134 information collection package in accordance with 5 CFR 1320.13. USCIS certifies that the requirements of 5 CFR 1320.13(a) are met and that: • The collection of information is needed immediately and is essential to the mission of the agency. • The use of normal clearance procedures is reasonably likely to prevent or disrupt the collection of information. • Public harm is reasonably likely to result if normal clearance procedures are followed.

The updated Form I-134 (online) will be used by supporters filing that form on behalf of beneficiaries seeking parole under the Uniting for Ukraine (U4U) process and noncitizens (and their immediate family members) from Venezuela who will be seeking parole into the United States under special parole processes. Increase is due to new Venezuela respondents.
