Short Statement: The overall year-over-year change is due to technical adjustments. Changes to the Updated FY22 Baseline estimates are primarily driven by an underestimate of the number of Tax Year 2021 Form 1040 filings and an update to the macroeconomic model inputs such as inflation. Updated tax return data adjustments result in a slightly lower average time burden per response and a slightly higher out-of-pocket cost per response. An increase in the average monetization rate is also observed. Aggregating these changes to the population level reveal a decrease in estimated time and an increase in estimated monetized time, out-of-pocket costs, and burden overall. Note that although aggregate time decreases, aggregate monetized time increases because the increase in the average monetization rate more than offsets the reduction in total hours. Updated survey data increase the aggregate burden estimate slightly. Compared to prior years, the updated survey data shifts the allocation of burden between time and money. The most recent iteration of the survey allocates a larger share to time compared to the previous survey. As a result, monetized time increases by $3.5B and out-of-pocket costs decrease by $2.2B. The FY23 population adjustments transition the underlying data file from FY22 to FY23 which includes aging the data for macroeconomic factors and adjusting weights to account for changes in the year over year population differences.
