Abstract:
The information collection activities proposed in Docket No. RM22-8-000 for FERC-537 would assist the Commission in implementing section 7 of the NGA with regard to LNG facilities. The proposed rule includes provisions that would affect environmental reports that are relevant to applications for certificates of public convenience and necessity for LNG facilities. Those environmental reports are currently authorized under FERC-577, and the proposed rule includes revisions of those reports for which we are seeking clearance under FERC-577A. In addition, the proposed rule would require prospective applicants and applicants for to provide engineering and design materials related to natural hazards to comport with the Commission’s current guidance regarding applications under section 7 for LNG facilities. The revised regulations would affect only entities that file applications with the Commission for LNG facilities and would not increase or decrease the previously approved burdens for FERC-537, since the NOPR would codify the Commission’s existing practices.

Short Statement:
Growth in the industry caused the number of respondents to increase from 214 to 339. This reflects the fact that more firms are doing business related to gas pipeline construction, acquisition, and abandonment. There was an increase in number of responses annually from 335 to 394. This increase was due to the type, size and scope of projects those firms initiated being different and/or more frequent because of current market conditions and the major development of infrastructure that had previously occurred in prior years. The number of hours (average hours per response) were reduced (adjustment in estimate) to provide a better estimate, creating a reduction of 5,502 hours. The reporting hours were reduced from 152.04 to 115.31 hours per response on average to provide more accurate reporting averages. The reporting times were inaccurately stated in previous years and now the program office has provided a better estimate
