Terms of Clearance: The agency shall complete usability testing on the collection before launch. By Nov 30, the agency shall meet with OMB to discuss their usability testing plan and will provide periodic updates until launch. The agency will provide to OMB any user feedback that highlights particular burdens associated with policy, regulatory or statutory requirements. The agency may use the previously approved version of the forms until the new online platform is launch.

Short Statement: FEMA has spent the last 18 months working with internal and external stakeholders to identify ways to improve their experience requesting Public Assistance and providing their damage and impact details needed to provide necessary funding to survivors and communities recovering from disasters. The changes to PA’s information collection reflects the improvements needed to simplify and streamline the information collection process. FEMA challenged itself to remove barriers and use technology to reduce the administrative burden. The result is a significant reduction in burden hours despite there being an increase in severe weather events and biological disasters. FEMA has spent the last 18 months working with internal and external stakeholders to identify ways to improve their experience requesting Public Assistance and providing their damage and impact details needed to provide necessary funding to survivors and communities recovering from disasters.
