Short Statement: The collection is being revised due to a change in the population burden by decreasing non-governmental entities with access to the federal watch lists. As a result, the respondent populations of Twelve-Five and Private Charter operators authorized to participate in the Secure Flight program will be increased. The changes reflect: • TSA began assuming Twelve-Five and Private Charter passengers for those aircraft operations that opt-in to send SFPD to Secure Flight for consistent prescreening and to support the TSA Administrators intent to restrict access to federal watch list. • TSA added time burden cost (opportunity cost) to Question 12. • TSA removed O&M costs from Question 13 as it was previously based on 2011 estimates and has no reliable method to estimate what those cost are in 2022.
