Abstract:
This request is for revision of a current information collection. A pending rule (RIN 0648-BL61) would eliminate the Shellfish Log (NOAA Form 88-140) and require all of the associated responses to use the Fishing Vessel Trip Report (NOAA Form 88-30). This form takes less time to complete and is submitted electronically resulting in a small decrease in estimated time and wage burden and elimination of postage costs. The Magnuson-Stevens Fishery Conservation and Management Act requires that conservation and management measures must prevent over fishing while achieving, on a continuing basis, the optimum yield from each fishery. These measures must be based on the best scientific information available. The use of a web form based collection system (FishOnline) and vessel trip reports (VTR, or logbooks) are essential tools in the management of fishery resources. Section 303(a)(5) of the Magnuson-Stevens Act specifically identifies the kinds of data to be collected for fishery management plans (FMPs), and the Greater Atlantic Regional Fisheries Office (GARFO) obtains much of this data through FishOnline, VTR, and vessel monitoring system (VMS) (which is approved under the 0648-0202 information collection) data.
