Short Statement: The increase in the time burden is mainly due to the fact that the previous ICR did not fully capture the respondent labor associated with collecting water quality samples; it captured only the time associated with "resamples" collected if there was a reason to doubt the accuracy of the first sample. The increase also results from the anticipated addition of a respondent and restructuring the ICR to better align with the burden associated with the present program, which focuses more on implementation rather than development of a beach monitoring and notification program. The decrease in cost burden results from using actual respondent sampling frequency data rather than sampling estimates that assumed water would be analyzed at every beach twice a week.
