Abstract:
This mandatory information collection covers the collection of data from operators of natural gas pipelines, underground natural gas storage facilities, and liquefied natural gas (LNG) facilities for annual reports. 49 CFR 191.17 requires operators of underground natural gas storage facilities, gas transmission systems, and gas gathering systems to submit an annual report by March 15, for the preceding calendar year. PHMSA revised this information to update the “Annual Report for Natural and Other Gas Transmission and Gathering Pipeline Systems” to collect data on the number of one-call tickets and excavation damage events in a calendar year..

The burden estimate for this information collection has been revised to include a burden increase of 12, 670 hours for operators completing PHMSA F 7100.2 1, the Annual Report for Natural and Other Gas Transmission and Gathering Pipeline Systems, to collect the number of one-call tickets and the number of excavation damage events in each CGA DIRT root cause category. The burden estimate for this information collection is also being revised to remove the burden associated with operators making immediate notice of incident to the NRC and the reporting of incident data for gas transmission and Type R gas gathering operators. These data collections are now being covered under OMB Control No. 2137-0635 and PHMSA is removing the associated burden from this information collection request to avoid duplication.
