Short Statement:
USCIS is reporting a decrease to the estimated annual time burden for this collection of information, as a result of an increase in the estimated number of respondents for both the I-539 and the I-539A, a decrease of 9 minutes to the estimated hour burden for the I-539 and I-539A, and the removal of biometrics processing. While the overall savings only appears to be 9 minutes per response, USCIS accounted for a savings of 20.6 minutes per response due to our total burden reduction efforts. We were able to save a total of 20.6 mins by removing Inadmissibility question about criminal group activity, streamlining the new signature language, removing the biometrics service appointment language, and by reorganization, streamlining and updating general and standard language throughout the instructions. Part of this total burden savings was offset by the addition of program required questions, such as SEVIS ID number, name of school, rewording of the processing information section, and changes to the instructions, such as clarifying language for F1 nonimmigrants, TPS language edits, dependents language edits, amendments to V language, and K nonimmigrant language. Similar changes were also made to the I-539A form. The form instructions for Form I-539A have been removed and folded into those of Form I-539
