Abstract:
The Federal Standards and Procedural Regulations require manufactured home producers to place labels and notices in and on manufactured homes and mandate State and Private agencies participating in the Federal program to issue reports. These Standards protect homebuyers' interests by requiring certain features of design and construction. In addition, information collected assists both HUD and State Agencies in locating manufactured homes with defects to ensure notification and/or correction by the manufacturer.

This is a revision; HUD is requesting an extension of the currently approved collection to extend the approval past the current expiration date. This submission does not make any material changes to the collection instrument, instructions, frequency of collection, or use of information, aside from: • Deleting reference and information collection related to formaldehyde requirements formerly at 24 CFR 3280. 309 that were removed by the HUD final rule to implement the Formaldehyde Standards for Composite Wood Products Act of 2010, which added Title VI to the Toxic Substances Control Act (TSCA) and was effective March 2, 2020. • Updating the number of respondents based on current industry numbers. The number of manufactured home plants has increased from 133 to 145 since the last approval, resulting in an overall increased burden hour and cost adjustment. • Updating cost estimates based upon current labor rates
