Short Statement: The number of respondents, and attendant responses, were adjusted downwards to reflect a reduction in the number of active vessels participating in the PLL fleet. Overall, total labor costs were also adjusted downwards, reflecting the reduction in responses, but some of this cost reduction was offset by a slight increase in the average hourly wage rate.
