Abstract:
The National Marine Fisheries Service (NMFS), Alaska Regional Office, requests revision of this currently approved information collection. The At-Sea Scales Program provides catch accounting methods that are more precise and verifiable at the level of the individual haul and less dependent on estimates generated by at-sea observers. This program is necessary due to the large-scale catch share programs that require NMFS to provide verifiable and defensible estimates of quota harvest. This collection provides the benefits of allowing vessels to fully harvest the total allowable catch in a catch share program while ensuring these fisheries can be adequately monitored. This collection is revised due to the proposed rule to implement electronic monitoring for pelagic trawl catcher vessels and tender vessels delivering pollock to shoreside processors or stationary floating processors in the Bering Sea, Aleutian Islands, and Gulf of Alaska (RIN 0648-BM40). This action is intended to improve salmon accounting, reduce monitoring costs, and improve the quality of monitoring data. This collection is revised because this proposed rule would require shoreside and stationary floating processors to have an approved Catch Monitoring and Control Plan (CMCP) in place before receiving deliveries from catcher vessels and tender vessels participating in the trawl EM category. This would increase the number of respondents for the CMCP annual submission and printed report. There is no form for the CMCP, but with this revision NMFS is creating a template that could be used for developing a CMCP. This proposed rule would also affect information collection requirements approved under OMB Control Numbers -0213, -0318, -0515, and -0711. NMFS is submitting separate requests to revise these collections.
