Abstract:
The commission is seeking approval Reliability Standards TOP-003-6.1 (Transmission Operator and Balancing Authority Data and Information Specification and Collection), the associated Violation Risk Factors and Violation Severity Levels, and the proposed implementation plan including the retirement of the currently effective Reliability Standard TOP-003-5. The primary purpose of RD23-6 is to simplify administrative burdens and mitigate potential zero defects and expectations associated with the current TOP-003-5 standard, while ensuring that Registered Entities with operational responsibilities continue to request and receive the data necessary to support Operational Planning Analysis, Real‐time Assessments, Real‐time monitoring, and Balancing Authority analysis functions.

The net changes for RD23-6, Any further adjustments in the total are due to fluctuations in industry and corrections of the estimates. Previously approved 4,040 respondents and 1,361,838 hrs. Currently, 3,054 responses and 43,440 hrs. for Year 1-3 will have no change to existing burden. The burden will return back to the existing burden after year 3.
