        <ABSTRACT><![CDATA[This rule proposes to clarify who is authorized to represent applicants and petitioners in proceedings before U.S. Citizenship and Immigration Services (USCIS) and to change the rules and procedures concerning the standards of professional conduct for attorneys and other practitioners who appear before the Department of Homeland Security (DHS) in immigration proceedings.  Current regulations set forth who may represent individuals in immigration proceedings and also set forth the rules and procedures for imposing disciplinary sanctions against attorneys or other practitioners who engage in criminal, unethical, frivolous, or unprofessional conduct before DHS.  The proposed revisions are necessary due to the creation of DHS and reflect the adjudication authority of immigration proceedings before both DHS and the United States Department of Justice, Executive Office for Immigration Review (EOIR).  The changes proposed are intended to maintain the integrity of the adjudicatory processes for DHS by updating and improving the rules of professional conduct for practitioners.]]></ABSTRACT>
