Title: Coordination of Federal Authorizations for Siting of Electric Transmission Facilities 
Abstract: Subsection 216(h) of the Federal Power Act (FPA) requires DOE to act as lead agency for purposes of coordinating all applicable Federal authorizations and related environmental reviews as may be required under Federal law in order to site transmission facilities. Subsection 216(h)(7)(A) further authorizes DOE to issue any regulations necessary to implement the provisions of section 1221(a) of Energy Policy Act of 2005 and FPA 216, including provisions providing for pre-application mechanisms to facilitate streamlining applicable Federal authorizations. Pursuant to this authority, DOE intends to promulgate regulations to facilitate the coordination of such permits, special use authorizations, certifications, opinions, or other approvals necessary to site transmission facilities. DOE notes that it has delegated to the Federal Energy Regulatory Commission certain of the DOE's authorities under FPA section 216(h) and that the Commission has promulgated regulations concerning how it will carry out that authority. 71 FR 69440.
