Title: Improving Implementation of the Operating Permit Rules in Response to CAAA Committee Recommendations 
Abstract: This action addresses potential improvements to the regulations implementing the Clean Air Act's title V operating permits program. Under the title V program, each facility that is a major source of specified air pollutants is required to obtain a permit that describes allowable emissions and other conditions. The improvements to the program were recommended to EPA by a 18-member Task Force formed by the Clean Air Act Advisory Committee, with representatives from industry, environmental groups, and state and local agencies.
